Build relationships
Good relationships are vital for working in complexity. Governments should trust people, share power and support each other to make the best decisions.
Learn constantly
Because change is constant, and we all make mistakes, it’s important that governments learn and adapt.
What does this mean in practice?

- Challenge unnecessary hierarchy and collaborate across boundaries.
- Seek out strengths and build on them.
- Champion the voices of those who are heard the least.
